| 摘 要： | 作为一项公共政策，中国博士后政策在运作过程中存在政策主体精英主导、政策目标优先序模糊、政策工具选择及组合单一等问题。为了中国博士后政策的可持续发展，必须在政策主体由“单中心治理”走向“多中心共同治理”、确立政策目标优先序与加强政策监督、推进政策工具的协调化与多样化三方面进行政策优化。

| Abstract: | The plight of the implementation of China＇s postdoctoral education policy as a public policy is characterized by an elite mentality, fuzzy policy objectives and limited selections of policy tools. In order to enable sustainable development of the policy, three optimizations must be made in its implementation： the main body of the policy must emphasize multi-center co- governance instead of single-center governance, policy objectives must be well prioritized and monitored, and policy tools must be coordinated and diversified. |
