| 摘 要： | 随着苏联对外战略由“大国合作”向“集团对抗”转变，斯大林放弃了在东欧推行联合政府的政策。在共产党情报局成立会议上，联共（布）宣布了“阵营对抗”理论，利用批判法共和意共的方式训导东欧各国共产党人以议会外的斗争方式夺取国家政权。各国共产党代表通过开展批评与自我批评，制定了整改措施，准备以议会外的斗争方式夺取国家政权。
