| 摘 要： | 民怨积累与激化是干群冲突事件的诱发因素之一。在经济快速发展过程中，漠视、侵害老百姓的权益，缺失公平环境，地方官员作风漂浮、权钱交易、贪污腐败等，是民怨积深的主要原因。民怨的积累将破坏地方政府的公信力，影响社会稳定，拖累经济社会的健康发展。因此，要实践科学发展观，将各级地方政府建成亲民政府，需要加快基层民主政治建设，建立民怨舒缓机制，畅通民声表达渠道；政府在经济发展中要坚持以民生为本，妥善处理社会利益矛盾，切实化解民怨。

| Abstract: | Accumulated and intensified grievances are one of the factors that trigger conflict between cadres and the people. In the course of rapid economic development, ignoring and aggrieving the interests of ordinary people, lack of a fair environment, local officials＇ floating style, transaction between money and power, and corruption are the main reasons for the grievances. The accumulation of grievances will undermine the credibility of local governments, affect social stability, and drag down to the healthy development of the economy and society. Therefore, in order to practice the scientific concept of development, local governments at all levels shall build the Government of the People first, speed up the grass-roots democracy, establish a mechanism to alleviate grievances, and smooth the channels for the people to express; In economic development, the government shall insist on the people-oriented, properly handle contradictions in the interests of the community, and effectively resolve the grievances. |
