| 摘 要： | 高等教育大众化条件下，国家整体教育投资满足不了高等教育发展的需要。根据成本分担与补偿理论。高等学校理应向受教育者收取一定数额的学费，以补充高等教育投入的不足。为了使暂时无力支付学费的贫困生有学可上，国家和各高校都采取了一定的措施，建立了一套比较完善的贫困生资助体系。但是，要彻底解决贫困生的问题，还必须对现有的资助体系进行改革。建立起一套更加完善的贫困生资助体系。

| Abstract: | Under the popularization of higher education,the national investment in education cannot satisfy the need for development of the higher education.However,the cost-sharing and compensation theory renders college students to pay a certain amount of fees for higher education.To support the poor students for the study in higher institutions,a relief system has been established.However,the existing system needs more reforms. |
