| 摘 要： | 虽然当前我国初步形成了以政府财政拨款为主，多渠道筹措教育经费的格局，但教育经费的短缺问题始终是个顽症。因此怎样筹措教育经费，缓解教育经费投入不足的问题就成了全社会共同关心的热点问题。通过发行教育彩票，以寻求缓解教育经费投入不足的途径，这不失为一种良策。
