| 摘 要： | 我国的水资源的所有权属于国家或集体,在理论上已形成传统模式．当前应继续维持,以免改变后形成经济关系混乱。目前对水资源等自然资源配置的核心问题是要界定明晰的产权,主要是产权内部结构中各分权权能和收益的清晰界定。在水资源公有制的前提下,通过市场模式,使其使用权私有化,建立水资源使用权的私人产权制度,即建立其使用权许可证的市场买卖制度,或称之为“水权市场”,通过市场机制来实现水资源均衡配置。

| Abstract: | Water property rights in our country belongs to government or the collective and that is a traditional model. At present, it should be kept on. It will cause confusion if it is changed. Now, the key problem of water resource allocation is unclear property rights. We think government should found water resource markets on the base of public ownership in water resource, committing individual right of useing and buying and selling in water resource. This will make equilibrium in water resource allocation. |
