| 摘 要： | 随着建筑市场的全面开放以及与国际接轨的进程加快，采用合理低价竞标将是一种趋势。面对合理低价竞标，建筑施工企业应化压力为动力，主动实施科学的工程施工项目投标报价策略；全面创新。增强施工企业核心竞争力；建立共享资源的合理配置，实现规模经济；规范合同管理，提高索赔技巧；落实成本管理责任，变被动管理为主动管理；加强成本风险管理，有效防范经营风险。

| Abstract: | With the overall opening of construction market and the expediting integration with international practice, adopting reasonable tender bidding measures would be a direction. Faced with fierce competition in tender bidding,construction enterprises should turn the great pressure into driving force and adopt effective measures to cope with the situation. Available measures include implementing practical strategy for construction projects tender bidding, stimulating overall innovation to enhance the core competitive power of the enterprise, allocating reasonably the shared resources and creating sizable economy, regulating contracts management and boosting claims technique, assuming cost management responsibilities to turn passive management into active management and enhancing cost risks management to prevent managing risks. |
