摘    要:实行员额制管理,是深化事业单位运行机制改革、创新管理体制、激发创新活力的有益尝试。以公益类地方科研院所为例,结合员额制总量调控、核定标准、备案管理、分类管理的特点,从体制机制、人才集聚、创新激励、绩效评价、科技成果转移转化等方面探讨事业单位员额制管理现状和存在问题,并尝试提出意见和建议,助力公益事业更好更快发展。

Analysis of the Post system Management of Public Institutions by Taking Local Research Institutes as an Example
Abstract:The implementation of the post system management is a beneficial try to deepen the reform of the operational mechanism of the public institutions, innovate the management system, and stimulate the vitality of innovation. Taking public local scientific research institutes as an example, combined with the characteristics of post quantitative control, verification standards, filing management, and classification management, the post system of institutions is discussed from the aspects of institutional mechanism, talent aggregation, innovation incentives, performance evaluation, and the transformation of scientific and technological achievements. Manage the status quo and existing problems, try to put forward opinions and suggestions to help the public welfare work develop better and faster.
