| 摘 要： | 在现行住房分配制度中,单位拥有的住房资源在很大程度上决定了单位住房分配制度的导向,并进而影响职工住房分配资格的认定。住房资源贫乏的单位,住房分配制度以原始公平为导向,职工住房资格的认定以职工的“先赋因素”为基准;住房资源相对宽裕的单位,住房分配制度强调等级特征,对职工住房资格的认定以“自致因素”为基础;住房资源相当富足的单位,住房分配制度强调等级差异,职工住房资格的认定凸现“权力因素”。

| Abstract: | In the current housing distribution system,the housing resources that a unit owns sets the orientation of hosing distribution of the unit,and then affects the qualification cognizance of the employees' housing distribution.In the units that are short of housing resources,fairness and "ascribed factors" are emphasized;in the units that own relatively plenty of housing resources,rank and "achieved factors" are stressed;in the units that are abundant in housing resources,rank and "hierarchical factors" are the most important ingredients. |
