| 摘 要： | “文化治理”一词作为“舶来品”已在中文术语中获得了长足发展。然而,对于治理理论的极度推崇,却使我们不可避免地忽略了治理本身的“失灵问题”。中国乡村公共文化治理实践在经历了计划经济时期的强政治面向、市场经济时期的强经济面向后,目前正处于文化强国建设时期兼顾“政治—经济—文化”三重面向的新阶段,更加注重发挥乡村公共文化的复合治理功能,并且以实现乡风文明为价值取向。这不仅要求政府要有明确的职责定位,而且应当具备平衡社会利益博弈的能力,维持好三种治理面向的“开合”,避免社会阶层利益冲突对治理造成损害,建构完善的乡村公共文化治理体制与规则。

| Abstract: | As an"imported product",the term"cultural governance"has made great progress in Chinese terminology.However,the extreme esteem for governance theory inevitably ignores the"failure problem"of governance itself.After experiencing the strong political orientation in the planned economy period and the strong economic orientation in the market economy period,China's rural public cultural governance practice is now in the new stage of the construction of a cultural power,taking into account the three aspects of"politics,economy and culture",and pays more attention to the compound governance function of rural public culture,as well as takes the realization of rural civilization as the value orientation.This not only requires the government to have a clear position of responsibility,but also should have the ability to balance the social interests of the game,maintain the"opening and closing"of the three aspects of governance,avoid the damage to governance caused by the conflict of interests of social stratum,and construct a perfect rural public cultural governance system and rules. |
