| 摘 要： | 通过对中印政府科技资金管理方式的比较,分析了我国政府对企业科技投入资金采取无偿资助方式存在的问题。笔者认为,我国再不能将政府对企业的科技投入管理的改革局限在改善监管的层面上,而应该借鉴印度政府对企业科技投入资本化的管理模式,从根本上考虑解决问题的制度安排。

| Abstract: | In this paper, the author compared government technological investment policy between China and India, and analyzed the issues of the free sponsorship of technological investment of Chinese government to corporations. The authors pointed out that we should learn from India and draw on their experience on government technological investment mode to arrange an institutional innovation instead of just making a mend on supervision level. |
