一种集成的科技实力综合评价方法

摘    要:国内外对有关科技实力评价多基于指标体系法的计算进行,且常用单一方法,这类方法按照权重赋值方法的不同,可分为主观赋权法和客观赋权法。本文从目前各种评价方法中选择和引入了主观赋权法和客观赋权法中的3种适宜方法:线性加权法、主成分分析(因子分析)法和标准化法,给出了适应于每种方法的计算方法,分析了每种方法优势和不足之处。尽管每种评价方法适合于科技实力评价,仅采用一种方法进行科技实力综合评价,其结果无疑具有一定的片面性。因此,本文在此基础上提出了融合主观赋权法和客观赋权法优势的集成方法,从而使评价结果更为合理,此方法也适合应用于各种综合评价类型中。

Abstract:The indices system method is usually used in evaluation of scientific and technological strength (STT), but only one method in single evaluation. According to the valuation weight difference, this method is divided into two categories: subjective and objective. This paper select three basic and suitable methods, which belong to subjective and objective, for the STT. The methods are linear weighted method, principle component analysis and standardized method. The methodology of every method and characteristics are given from the standardized data (dimensionless data) and calculation model. Although every method is available for the STT, the result that only one method is applied in practice is undoubtedly one-sides. Based on this idea, an integrated method which melts the various methods is brought. It makes the result of STT more rational. Meanwhile, this integrated method is available for the all kinds of comprehensive evaluation.
