| 摘 要： | 由城乡分割走向城乡教育一体化是教育现代化的时代特征,城乡教育一体化现代化是教育现代化目标模式的战略选择。要坚持城乡教育一体化现代化的基本标准,实现城乡教育发展水平、城乡学校布局和教育教学体系、终身教育、教师队伍、教育发展环境、教育技术、教育管理等方面的现代化。推进城乡教育一体化现代化建设的政策措施包括:推进教育思想和办学理念的变革;落实各级政府统筹城乡教育的责任,建立城乡一体化的教育经费保障体系;加强城乡一体化教师队伍建设;建立与城乡教育一体化现代化相适应的教育政策法制体系;建立城乡教育一体化现代化试验区;构建城乡教育一体化现代化理论体系;建立完善促进城乡教育一体化现代化的督导评估机制。

| Abstract: | The trend from the segmentation between urban and rural education to the integration of urban and rural education is the era characteristics of educational modernization.The integration and modernization of urban and rural education is the strategic choice of educational modernization.The basic standard of the urban and rural educational integration modernization is to adhere to universal standard with high level and high quality,so as to realize the modernization of educational development level of urban and rural areas,the school layout and system of teaching,life-long education,teachers,educational development environment,educational technology,educational administration,etc.The policy measures to push forward the construction of urban and rural educational integration and modernization are to propel the important reform of educational thoughts and school running concepts,to boost the reform of educational system and policy legal system,to put into practice the responsibility of the various levels of governmental plan of urban and rural education as a whole,to build the educational funding guarantee system of urban and rural integration,to intensify the construction of teaching body for urban and rural integration,to construct the educational policy legal system matching urban and rural educational integration modernization,to establish test area of urban and rural educational integration modernization,to construct the theoretical system of urban and rural educational integration and modernization,to construct and perfect the supervision and evaluation mechanism so as to promote urban and rural educational integration and modernization. |
