| 摘 要： | 公务接待的运行实态本质上是利益的博弈过程。通过博弈论和期望理论的分析视角对我国当前公务接待的结构性和行为性两大问题进行考查,利益的相关性、预算的软弱性及其成本的可转移性,这些造成当前公务接待费用被滥用的深层原因得以呈现。而结合主观博弈模型对公务接待改革进行的宏观分析显示,要从根本上治理公务接待这种不规范现象,需从财政预算制度、行政监督制度、领导干部管理制度、激励替代制度、成本转移的管制制度和标杆管理制度六个方面进一步完善公务接待改革的制度建设。

| Abstract: | The phenomena of Official Business Reception in nature is a kind of game process based on relevant interests.After analyzing the structure and motivation of "Official Business Reception" from the view of "game theory" and "expectancy theory",we found that it is relevant interest,soft budget constraints and cost transferability that create the "official business reception".In order to reform the "official business reception",we should improve the relevant institutions in terms of financial management,administrative supervision,cadres management,incentives substitution system,cost transfer control system and benchmarking. |
