| 摘 要： | 社会管理的重点难点领域在基层,活力源泉也在基层。十八大报告指出,改进政府提供公共服务方式,加强基层社会管理和服务体系建设,增强城乡社区服务功能,充分发挥群众参与社会管理的基础作用。近年来,大连市重视发挥基层社会组织社会参与功能与作用,培育了一大批扎根基层、富有活力、服务群众、管理规范的社区社会组织,引导社区社会组织为社会提供文化引导、社会救助、社会福利、再就业等便民利民服务,引入社会力量化解社会矛盾,有力地促进了社会的和谐稳定。社区社会组织参与社会管理服务成为大连市加强社会管理创新的重要举措,为推进大连社会建设注入了不竭的创新活力。

| Abstract: | The important and difficult field of social management is at the grassroots level, the lifeblood also lies in the grassroots level. The CCP＇s 18th Congress Report pointed out that the way of public services pro- vided by the government should be improved, the grassroots social management and the construction of service system should be give full play to strengthened, the basic role the service function of urban and rural communities should be strengthened, and of the masses to participate in social management. In recent years, Dalian City have attached importance to the function and role of grassroots level social organizations＇ social participation, cultivated a large number of vibrant community-based social organizations with standardized management that rooted in grassroots and serving the masses, guided community-based social organizations to provide services for the convenience and benefit of the residents with a cultural guide, social assistance, social benefit and re-em- ployment services, introduced social forces to resolve social conflicts, and gave a profound stimulus to promote social harmony and stability. Community social organizations＇ participation in social management services have become an important measure to strengthen social management innovation in Dalian City, and infused the inex- haustible vitality of innovation to advance Dalian social construction. |
