供应链思想在石油企业人力资源管理中的应用初探

摘    要:针对石油企业人力资源管理中长期以来存在的供需不均衡问题,结合供应链思想,通过与一般供应链形态进行比较分析,提出了人力资源供应链管理的观点,进而构建了石油企业人力资源供应链管理模式。人力资源供应链管理的构建程序主要包括社会需求分析、企业内部现状分析、流程设计和整体设计4个步骤,而人力资源供应链管理的框架结构则由人力资源供应系统、人力资源需求系统及供需系统之间的管理平台3个系统构成。

Abstract:Based on the supply chain theory, the common characteristic between human resource management and the general supply chain is shown this paper firstly. Then the concept of the human resource supply chain management (HRSCM) is put forward to answer the questions in the petroleum enterprise. In addition, the mode of HRSCM in the petroleum enterprise is set up, which includes 4 steps, such as demand analysis of the society, the flow design and so on, and 3 systems, such as supply system, demand system and the management agent between them.
