| 摘 要： | 根据可持续发展战略的要求和对村庄整理、农地整理、城市土地储备等途径的探索，平原地区土地资源实现可持续利用必须采取以下对策：完善土地管理法制；推动土地整理投资机制改革和制度创新；实现公众参与和社会监管机制规范化；鼓励和扶持科技创新。

| Abstract: | Based on the requirement of sustainable development strategy and a probe into ways such as village consolidation,farmland consolidation and urban land reserve,this paper suggests that the following countermeasures be taken to realize the sustainable use of land resources in plains:perfecting the legal system for land management;promoting the reform in investment system for land consolidation and system innovation;realizing public participation and normalization of social supervisory system;encouraging and supporting innovations in science and technology. |
