| 摘 要： | 建设社会主义新农村，从根本上讲，就是要开发和培养农村人力资源，使农民真正成为新农村和现代化建设的主体。文章基于人力资源开发理论，在全面剖析我国西部农村人力资源现状的基础上，提出适合于新农村建设的人力资源开发对策。
