| 摘 要： | 内部行政程序因受特别权力关系理论的影响，其于行政法上的重要意义一直被人们有意或无意的忽视着。事实上，内部行政程序不仅直接关系到高效公正的内部公法秩序的形成，更是关系到公民权利的实现程度。构建程序步骤合理、操作性强、保障有力的内部行政程序制度对中国程序法治有着更为特别的现实意义。

| Abstract: | To certain extent, the importance of internal administrative procedure to administrative law has always been, accidentally or deliberately, ignored, because of the theory of “Special Power Relation”. In fact, the internal administrative procedure not only affects the formation of internal public law order of efficiency and just, but also affects the realization of civil rights. It means a lot to the development of rule of law government in China to build an internal administrative procedure with rational procedure, practical institution and strong enforcement. |
