公共图书馆制度的公平与效率问题研究

摘    要:维护社会的信息公平,是现代公共图书馆制度的核心目标。它决定了公共图书馆制度的效率主要体现为非经济效率。公共图书馆制度的宏观绩效主要表现为服务的普遍均等程度,微观绩效主要表现为服务受众的满意程度。公共图书馆服务的普遍均等程度,可用服务范围的覆盖率和服务对象的包容性来衡量;服务受众的满意程度可用受众的主观感受评价来衡量。对公共图书馆制度的公平与效率关系的认识,必须遵循制度伦理原则。

Abstract:To guard the information fairness in the society is the core objective of modern public library institution. This core objective leads to the non economic efficiency that is the measurement of efficiency in the public library institution. The performance of public library institution at the macro level could be translated into the general coverage of library service, and at the micro level means audience’s satisfaction. The general coverage of the public library service is measured by the services available and audience diversity. The satisfaction of the services can be measured by the audience’s subjective evaluation. The awareness of the relation between fairness and efficiency in the public library institution would reflect the principle of institution ethics.
