摘    要:科学发展观的本质和核心就是“以人为本”,表现在高校人事管理中就是把人作为管理活动的核心和最重要的资源,围绕如何充分利用和开发人才,服务于高校内外的利益相关者,从而实现高校目标和个人目标。针对传统人事管理存在的问题及高校人事管理的发展趋势,目前要构建高校人力资源管理新机制,必须以科学发展观为指导。

Abstract:According to scientific development perspective of which the nature and focus is human-orientation, the personnel administration in colleges and universities should take human as the focus and the most important resources, develop and take full advantage of human resources, serve concerned parties inside and outside of colleges and universities so as to achieve individual aim as well as realizing goals of colleges and universities. The paper analyzes existing problems in the traditional personnel administration and the development tendency. It hold that scientific development perspective should be used as the guiding principle to simulate new mechanism of human resources in universities.
