| 摘 要： | 基层电大在建设全民学习、终身学习的学习型社会的进程中，要注意解决好内部认识统一、外部形象定位、争取政府认同、选择突破方向等方面的问题。基层电大应主动抢先机，以作为求地位，以品牌赢市场．从而确立自身在政府的终身教育指导工作中的独特优势和相关职能，成为当地全民学习的支柱、学习型社会的平台和终身教育指导中心。

| Abstract: | Through the process of setting up a learning society in which every citizen is committed to learning and pursuing lifelong learning, the local TVUs should pay attention to such problems as internal ideological consensus, external image orientation, government approval and the direction of breakthrough. These local TVUs should actively catch the first opportunity as soon as it emerges, make position by performance and win the market with brand in order to establish their unique advantages and relative functions in the government guidance of lifelong learning. Thus they will become the main support and platform for the whole learning society as well as the guidance center for lifelong learning. |
