| 摘 要： | 借鉴美国政府促进中小企业技术创新的成功经验,结合我国的实际,提出要增强我国中小企业的技术创新能力,就要加强立法,制定有关中小企业技术创新的法律法规;健全中小企业管理组织体系;建立为中小企业服务的信贷担保体系;为中小企业技术创新设立专项鼓励基金;制定促进中小企业技术创新的优惠政策;建立健全中小企业技术创新的服务体系。

| Abstract: | The paper deals with how to strengthen the ability of technical innovation, reinforce legislation, make laws, perfect a managing system, establish an encouragement fund, formulate a preferential policy, and set up a serving system for medium and small enterprises, on the basis of the successful experience of the U.S. for reference. |
