| 摘 要： | 面对知识经济的挑战和高等教育国际化浪潮，创新办学理念，建立现代大学制度，关系到我国高等教育在新世纪能否持续健康发展和具备国际竞争力。建设现代大学制度的关键在于对大学的正确定位。处理好政府与高校以及高校内部的权利和关系，通过制定大学章程、加大教育投资、改革管理制度、明确党政权责、加速人事改革、强化培养工作、实行民主管理等举措，建立完善我国现代大学制度。

| Abstract: | To be confronted with challenges of knowledge-based economy and the international wave of higher education. This significnt issue, innovative educational philosophy to establish modern university system, relates to whether our higher education would keep healthy development and gain international competition in the new century. The key for our count~7 to build a modern university system is to give an accurate positioning, and to deal with the relationship caearly between the government and the universities and rights of inner university. To establish perfect modern university system, some measures can be taken, such as making university rules, enlarging education investment, reforming management regulations, defining the relationship between the Party and the government clearly, accelerating personnel reform, strengthening training work, putting democratic administration into practice, and so on. |
