摘    要:部门文化是部门在长期的行政实践中积淀、凝聚起来而形成的,它与行政部门的行政目标与管理模式融为一体。在部门文化的长期磨合下,部门内部各机构会处于相对平衡、协调状态。大部制改革,将几个相近职能的部门整合成一个大的新部门,这样必然打破这种平衡,使新部门进入一种新的不稳定状态。能否做到文化有效整合,关系到大部制改革的成败和改革后部门的可持续发展。

Abstract:Department culture is the sector in the long-term accumulation of administrative practice,to gather together to form,its executive and administrative departments goals and integrated management model.Culture in the department's long-term run-in,under the various agencies within the department will be in relative balance,coordination state.Most of the reform,similar to the functions of several departments into one large new department,it will surely break this balance,so that the new department into a new kind of instability.Ability to achieve effective integration of culture is related to most of the success of reform and the reformed sector in sustainable development.
