| 摘 要： | 在全球化的进程中,国际关系行为体的多元化趋势,使以国家为单一行为体的国际社会关系结构和权力分配模式面临挑战;地区一体化的发展所形成的“地区”单元使得以主权国家为行为体所形成的国T示社会经济和政治秩序面临新的难题。全球化时代。国际秩序的创建、维持和发展必须确认和容纳这些新的变化因素及其作用,治理理论为此提供了一种新视角。

| Abstract: | During the process of globalization,the pluralistic trend of international relations subject challenges international social reta- tion structure and power diotribution pattem seeing the country as a single behaviour subject.The district unit formed by the district integration derelopment mekes international social economical and political crder formed by a sovereign state as a behaviour subject face new difficulties. In the period of globalizafion,the creation,maintenance and development of international order should affirm and contain these new changing elemcnts and functions.Gvverning theories offer a new aspect for it. |
