| 摘 要： | 为助力渤海新区更快更好地发展循环经济，课题组采取访问和发放问卷形式，对企业内部、企业之间、产业之间的循环经济发展情况做了比较详细的调查，通过分析筛选出了一些影响因素，如企业的技术开发投入不足；产业规模集群优势不明显；高科技产业比例偏低等。提出了破解难题的对策，如健全和完善新区循环经济政策支持体系和激励约束机制；建立循环经济统计制度和统计数据发布制度；建立废弃物综合利用公共信息平台等措施。

| Abstract: | For the development of the Bohai New District circular economy, a detailed research has been done on the development of circular economy among the local enterprises by accessing and questionnaires. Some factors that may affect the development are listed： insufficient investment of technology, lack of large-scale industrial clusters, low pro- portion of high-tech industries, etc. Some countermeasures to solve the problems are put forward ： setting up a sound New District circular economy policy-supporting system and the incentive mechanism, establishing a statistics and data releasing system for circular economy, establishing public information platform for comprehensive utilization of waste, and so on. |
