| 摘 要： | 强调高校机构与编制工作的有效性是实现这项教育人事政策价值特征的基础，是国家宏观管理高等教育和高校自身发展的客观要求。作为高教工作，要正确理解和准确把握高校机构与编制工作有效性的内涵，不断地转变那些与高校机构与编制工作有效性相悖的观念与行为，才能实现高校管理工作的创新，高校的管理体制改革才能达到预期效果。

| Abstract: | Emphasis on the effectiveness of institution and authorized staff in colleges and universities is the basis for realizing the value of personnel policies in education. It is also the objective requirement of the state's macro-management of education. Therefore, the staff in colleges and universities should properly understand and master the connotation of the effectiveness of institution and authorized staff, keep on reforming the concepts and behaviors which contradict personnel management reform. Only in this way can personnel management innovation be carried out so as to attain expected goal in colleges and universities. |
