| 摘 要： | 仅以大学生学费来看,用所有大学最低学费标准5000元计(在我国统一招生的2200多所大学中,学费只有5000元的不足四分之一),这一项,就占城镇居民可支配收入的32%,占农村居民人均纯收入的105%(2008年,我国城镇居民人均可支配收入15781元,农村居民人均纯收入4761元)。一条线是高等教育成本分摊比例不超过20%,即假定高等教育成本为2万元,学生的学费最多为4000元。
