| 摘 要： | 近年来突发公共卫生事件屡屡发生，对人民的安全与社会的稳定造成极大的威胁，而El益成熟的网络系统在突发公共卫生事件中发挥的舆论引导作用越来越大。本文从突发公共卫生事件的类型与特点分析出发，从信息统一、引导主体、支持体系三方面构建相应高效的网络舆论引导模式，利用网络舆论对突发公共卫生事件进行引导，从而促使突发公共卫生事件得到更高效的解决。

| Abstract: | Repeatedly occurring public health emergencies have become a concern recently and threatens the safety of people and social stability. At the same time, more and more mature network systems play an important role in guiding public health emergencies. This paper starts with the analysis of the types and features of public health emergencies, and moves to the construction of the high-efficiency models of network opinions guidance in the three aspects ： the unification of information, the guidance of subjects and the support system. Such efforts will improve the efficiency in dealing with the public health emergencies. |
