| 摘 要： | 杂议制度是宋代应用比较广泛的一种制度。国家政治生活中所涉及的军事、礼仪、行政、司法、财政、外交等各方面的疑难问题，往往都可以通过杂议来解决。这种制度有利于统治者制订出比较正确的统治政策，调和统治阶级内部各集团之间的矛盾。可以说，杂议类似于一种封建统治阶级内部的“民主集中制”。杂议制度在一定程度上表现出了宋代官僚政治的进一步成熟。

| Abstract: | The system of Zayi was commonly applied in Song Dynasty, which was frequently used to solve all sorts of political problems, such as, military affairs, legislation, administration, finance, foreign relations, and so on. The application of this system could help the dominators make reasonable policy, and mediate the contradictions among different ruling groups. In all, like the democratic centralism in the feudal ruling class, it showed the maturity of the bureaucratic politics of Song Dynasty. |
