| 摘 要： | 信访权是一项基本人权,它应在当代得到应有的尊重和保障。从基本人权高度认识信访权有独特的人道价值、法治价值和政治价值。在目前我国的现实国情下,信访制度发挥着政治参与和权利救济两大功能,起到了重要的人权保障作用。这两项功能的良性发挥,有赖于信访权在法治的轨道上理性运作。

| Abstract: | The right of complaint letters and visits is a basic human right,which should be respected and guaranteed at the present age.Judging the right of complaint letters and visits from the angle of basic human rights,there are distinctive humanity value,rules value and politics value.In real national conditions of our country,the complaint system releases two big functions of participation in political affairs and right relief,which play important protective roles of human rights.The two functions' sound working depends on rational operation of the right of complaint letters and visits on orbit of law. |
