| 摘 要： | 高校校规制定权是高校自主管理权的体现。高校校规作为校园行为规则,具有抽象行政行为、自治规则、规章以下规范性文件等法律属性。高校校规在规范教学、科研工作等方面发挥着重要作用,但又有其不足,需要在实践中不断完善。

| Abstract: | The establishment of the right of university regulation is the embodiment of the right for self-management of the university.As campus behaviour regulation,university regulation has the legal properties of abstract administrative behaviour,self-governing regulation,standard documentation under the rules,etc..University regulation plays an important role in normalizing teaching,scientific research,etc.but it is not always completed and should be improved in practice. |
