| 摘 要： | 山西由于季风气候、地理位置和下垫面等条件影响，降水偏少、蒸腾力强，致使水资源和降水时、空分布有明显差异，异区同枯、同丰现象并存，调功能立不足，因而历史上旱、洪灾害濒出，应以工程措施、生物措施予以调配。

| Abstract: | The rainfall is comparatively scarcy with strong evaportranspiration in Shanxi Province owing to the influence of the monsoon climate, geographic position and underlying surface of the earth. This results in apparent differences in the spatial distribution of water resources and rainfall and coexistence of drought and waterlogging at the same season in different regions. Because of insufficient adjustment ability of reservoirs, disasters of drought and waterlogging frequently occurred in history. They should be coped with coordinatively through engineering measures and biological measures as well. |
