| 摘 要： | 随着我国区域经济的发展,地方政府间的横向关系从阻隔走向了互动。地方政府间横向关系的发展水平如何直接决定着我国区域经济发展的未来,决定着市场经济一体化的进程。组织间网络理论从一种不同于传统的途径入手来塑造一种全新的、合作的地方政府间关系。它的应用对于规范我国地方政府间关系,促进其良性发展有着一定的理论与现实意义。

| Abstract: | With the development of the region-economy of China , the horizontal relations among the local govemments of China changed from separated to interdependent . So, the prosperous future of the region-economy of China and the smooth process of the market-economy depend on the good horizontal relations among the local governments . Nowadays , the theory of the network as the new way which is different from the traditional view has some theoretical and practical importance in coordinating the horizontal relations among the local governments of China. |
