| 摘 要： | 在当代社会，科学与政府之间的传统契约正在面临挑战，科学与政府之间正在形成新的联系。这种新型关系强化了政府应当支持科学的观念，以科学与技术之间的非线性模式作为政府科学政策的理论基础，突出科学与国家利益之间的联系，并由此确立政府资助科学的新原理，同时，强调进一步强化政府管理科学系统的职能。

| Abstract: | Nowadays the traditional contract between the government and science is faced with challenge,and the new relationship between them is forming.This kind of relationship enhances the idea that the government should support science,and take the nonlinear model of science with technology as the theoretical foundation of government's science and technology policy.It gives prominence to the contact of science with the national interest,and establishes the new principle of government funding science on the basis of the new relation.In the meantime,it emphasizes enhancing the government's function of governing science system. |
