| 摘 要： | 在新世纪,人类反贫困的客观形势要求“行政主导型”扶贫方式向“市场主导型”扶贫方式转变,“区域经济发展战略”向“个体赋权参与发展战略”转变。因此,笔者相信,中国的反贫困事业必然从对贫困对象个体救济的“救济式扶贫”,经由对区域经济整体开发的“开发式扶贫”,再向赋权贫困对象个体主动参与反贫困的“赋权参与式扶贫”的方向转变,“赋权参与式”反贫困战略应该成为新时期反贫困的主流方案。四川省巴中市近年来的推行“巴中新村”建设模式就是“赋权参与式”反贫困方式在旧的反贫困战略中的成功实践。

| Abstract: | In the new century,the humanity objective antipoverty situation requires that the help-poverty way change from "staff-dominant" to "market-dominant",and "regional economic development strategy" to "individual empowerment strategy".So,the author thinks that the antipoverty enterprise in China must change from "help-poverty" of individual poor people to "development" of the whole regional economics,and then change to "empowerment participation" that individual people active participate antipoverty.The antipoverty strategy of "empowerment participation" should be the main antipoverty plan in the new period.The "Bazhong new village" building model promoted recently in Bazhong, Sichuan is a successful practice in old antipoverty strategy. |
