| 摘 要： | 府际关系通常指国内各级政府之间的立法、行政和司法关系，包括中央（政府）与地方（政府）的关系、地方政府间的纵向和横向关系以及政府内部各部门间的权力分配关系。当代中国，中央与地方关系有三种基本模式，即中央与普通行政区地方政府关系、中央与民族自治地方政府关系以及中央与特别行政区地方政府关系。当前，中央与民族自治地方关系存在的问题，既有体制、政策方面的问题，也有实际执行过程中的问题。解决这些问题，在于构建“集分平衡”——集分有别、集分有度、集分有序的新型中央与民族自治地方政府关系。

| Abstract: | Govemment relations refers to the legislative, executive and judicial relations between the different levels of government inside the country, including the relations between the central （government） and local （government） , The vertical and horizontal relationships between the local governments and all sectors of the distribution of power relations within the government departments.
In contemporary China, there are three basic models of the central and local relations ： the relations between the central and general local governments, the relations between Central and the autonomous governments, the relations between the central government and the special administrative region governments. Currently, the existing problems between the central government and autonomous local government includes both institutional and policy problems and process problems in practical implementation. It is the core to solve these problems to establish the ＂Centralization- Distribution balance＂ relations - - a new orderly relationship between the central government and autonomous governments with difference, proper degrees, and orderly between central and local government relations. |
