| Abstract: | The distribution of educational resource must embody the principle of efficiency in order to adapt to the principles of market economy. The instability of taking up an occupation increasingly stands out because of rapid transformation in the domain of work, and the essentiality of adult education and training in active service increasingly stands out. It is necessary to provide education and training for people of transforming job, coming off sentry duty and unemployment in order to improve their self-employed abilities and abilities of working for hire. |
