| 摘 要： | 目前，我国高校迎来了发展的良好时机，在改革的过程中也面临了一些问题，这些问题与普通高校的身份地位及宏观环境密切联系。普通高校必须正确认识问题产生的原因，把握改革的切入点，营造良好的发展环境，重新进行制度的设计，这样才能避免重走盲目扩张规模，质量提高不快的老路。

| Abstract: | Now colleges in China have a good chance of development.At the same time,the reform of colleges and universities faces some difficulties.To grasp the opportunity,colleges and universities have to find out the source of difficulties,to master the critical part of the reform,and to build up good external surrounding so as to avoid the old way of scale's enlargement and poor qualities through institution design. |
