| 摘 要： | 罗马共和国建立后,创制了公共权力的制衡机制,元老院在三大机构中的地位、威望和权力不断上升,在共和国扩张历史上扮演着权力核心角色。扩张期的元老院集中了政治、经济、军事和宗教等各方人才,对内,着力调解阶级矛盾,团结社会各阶层及势力派别为罗马的对外扩张服务;对外,审时度势,制定并执行着一系列实用扩张政策,充分发挥了领导核心作用,最终实现了国家利益最大化。

| Abstract: | After the founding of Roman Republic, Check and Balance Mechanism of public influence was formulated. The status, prestige and authority of Roman senate in three institutions constantly ascended and it played the core role in the expanding history of the Republic. The senate in expanding period collected all talented people on politics, economy, military affairs and religion. Inside the country, it mediated class contradictions, solidified every social stratum and force to serve Roman expansion; Outside, it sized up the situation, constituted and enforced a series of practical expanding policies and exerted its leading function fully. Finally it achieved the maximization of national profit. |
