| 摘 要： | 非营利组织由于其公益性、志愿性、救助形式多样性等方面的优势,可以参与社会救助,弥补政府救助的不足。通过分析非营利组织与社会救助的内在关联,讨论非营利组织参与社会救助的价值和限度,明确了政府和非营利组织需要改进的方面,并提出非营利参与社会救助的建议:政府需要加强制度建设和监督管理,非营利组织需要加强内部自律,增强社会基础和公信力,提高专业化水平。

| Abstract: | Due to their strengths in public welfare,voluntarity,aid diversity,etc.,non-profit organizations can participate in social assistance and make up for the insufficiency of government assistance.Through analyzing the internal relations between non-profit organizations and social assistance,the article discusses the value and limit of non-profit organizations to participate in social assistance,and points out what need to be improved by the government and non-profit organizations.Meanwhile,the article puts forward proposals that the government needs to strengthen the system construction as well as supervision and management;non-profit organizations need to strengthen internal self-discipline,enhance social basis and credibility,and improve the level of specialization. |
