| 摘 要： | 通过对美、英两国研究生教育及其外部质量保障的历史进行梳理发现,英、美两国研究生教育外部质量保障存在一些共同点,但由于两国经济、政治、文化的差异,二者的发展历程、保障目的、保障机构、质量标准、参加评估的意愿度、评估针对性和外部保障地位有所不同。通过分析比较英、美两国研究生教育外部质量保障的特点,从而为建立和完善我国研究生教育外部质量保障体系提供了一定保障和借鉴:要处理好研究生教育质量的个适性、内适性以及外适性的关系;终结性评估和过程性评估要相结合;政府管理职能从直接性、事务性的管理向间接性、宏观性的管理转变;积极支持和利用非政府性的民间评估机构和组织;建立与国际接轨的研究生教育认证制度;将全面质量管理理论应用到评估过程中。

| Abstract: | Examination of the external guarantee of the quality of American and British postgraduate education shows that the two countries have some similarities in this respect.However,because of their differences in economy,politics and culture,there still exist some differences in their development,the goal of guarantee,guaranteeing organization,standards for quality,willingness to be evaluated,the object of evaluation and the role of the external guarantee.A comparison of the two countries’ external guarantee of postgraduate education quality helps us to realize that in order to establish and improve the external quality guaranteeing system for China’s postgraduate education,we should form a appropriate relationship among the individuality,the internality and the externality of the quality,combine final evaluation and process evaluation,change the direct,specific management of the government to indirect macro-management,support the non-governmental evaluating institutions,establish an internationalized postgraduate education certifying system,and apply the theory of overall quality management into the process of evaluation. |
