| Abstract: | Personal Responsibility and Work Opportunity Reconciliation ACT （PRWORA） is also called a ＂Devolution Revolution＂. Through the analysis of the features, impact and existing problems of devolution, this paper tries to enhance the understanding of the American welfare reform in 1996 with more perspectives. Problems needed to be solved in devolution are of importance to the further amelioration of American welfare reform. |
