| 摘 要： | 科学评价各省级政府公共体育服务财政支出效率有助于寻找提升公共体育服务效率的有效路径,这对于促进我国公共体育服务事业快速发展具有重要的现实意义。研究结果表明:我国有7个省份的公共体育服务财政综合效率为1,DEA强有效;3个省份为DEA弱有效,DEA无效省份达到21个,而综合效率低下多是受纯技术效率和规模效率双重影响,纯技术效率有效的省份仅有10个,规模效率有效的省份仅有7个。我国有16个省份公共体育服务财政投入存在冗余现象,人均公共体育服务财政投入和人均公共体育服务财政投入占公共财政支出比例均存在不同程度的冗余;公共体育服务产出不足省份占全国的64.5%,指标主要集中在人均场地设施面积、社会体育指导员人数和年度每万人参加国民体质监测人数。我国31个省份公共体育服务财政支出效率有8个省份属于技术-规模共同推动型、8个省份属于技术创新型、5个省份属于规模驱动型和10个省份属于传统双低效型。各省份应科学、合理地控制投入规模,建立健全公共体育服务财政支出预算制度,完善地方政府公共体育服务资金管理机制,避免财政支出纯技术效率的低效。针对我国各地区间公共体育服务技术效率扩散的现象,各省份应该加强交流和学习,充分吸收彼此的技术溢出,实现各地区省份间的技术收敛,提升技术效率。

| Abstract: | Scientific evaluation of the provincial government's efficiency of financial expenditure on public sports service helps to find effective ways to improve the efficiency of public sports services,and promote the rapid development of China's public sports service.The results are:The comprehensive financial efficiency of public sports services in 7 provinces in China is 1,and DEA is strong and effective;3 provinces are weakly effective for DEA,and 21 provinces are ineffective for DEA.The overall low efficiency is mostly due to the double impact of pure technical and scale efficiency.Only 10 provinces are with purely technical efficiency and only 7 provinces are with scale efficiency.There is redundancy in the financial investment of public sports services in 16 provinces in China.There are variable degrees of redundancy in the financial investment per capita of public sports service,as well as in the proportion of financial investment per capita of public sports service accounting for public financial expenditure;the provinces with insufficient public sports service output account for 64.5%in China,which are manifested by indicators of facility area per capita,as well as the number of social sports instructors and the number of people who participate in national physique monitoring per year.In terms of the economic expenditure efficiency of sports services in 31 provinces in China,there are 8 provinces promoted by both technology and scale,8 provinces promoted by technological innovations,5 provinces driven by scale,and 10 provinces are traditional double inefficiencies type.All provinces should scientifically and reasonably control the scale of investment,establish and improve the budget system for public sports service fiscal expenditure,and improve the local government public sports service fund management mechanism,as well as avoid the of pure technical efficiency of fiscal expenditure.In view of the diffusion of public sports service technology efficiency across China,all provinces should strengthen exchanges and learning,fully absorb each other's technology spillovers,achieve technical convergence between provinces and regions,and improve technical efficiency. |
