| 摘 要： | 在现代信用的许多方式中，政府信用具有至关重要的地位和意义。由于种种复杂的原因，我国的政府信用已存在着下降趋势，出现了某种程度上的政府信用危机。当前要切实解决这一危机，重塑政府信用，就必须在转变政府职能、加强制度建设、推动并规制社会信用体系的建立与发展等三个环节取得实质性的突破与进展。

| Abstract: | Among all the credits, the government's credit is the most important. Due to complicated reasons, our government's credit has been decreasing to such an extent that a credit crisis arise. It is proposed in the present paper that to restore government's credit, to change the government's functions and construct government credit provide solutions to these problems. |
