| 摘 要： | 目的/意义] 近年来,公共图书馆的作用日益显著,因此需要对其效率及效率影响因素进行测评与分析,这有利于公共图书馆合理利用及配置资源。方法/过程] 运用Super-SBM方法,对我国大陆30个省、市、自治区的公共图书馆效率进行测度,并根据测度结果对我国公共图书馆进行排序和分类;运用Tobit模型,从内外因两方面分析公共图书馆效率的影响因素,其中外因包括地区人均可支配收入、人口规模、城镇人口密度以及当地居民受教育程度,内因包括财政拨款、新增藏量购置费、专业技术人才情况、图书馆活跃度、图书馆电子化程度和公共图书馆面积。结果/结论] 通过效率测评,将我国公共图书馆分为4类,并通过回归分析,指出我国公共图书馆存在着资金浪费、人员未能人尽其才、所举办活动质量不高等方面的问题。

| Abstract: | Purpose/significance] In recent years, the role of public libraries is increasingly significant, therefore the efficiency and its influencing factors should be evaluated and analyzed, and it is good for the public libraries to use and collocate resources reasonably.Method/process] Using Super-SBM method, the paper measures the efficiency of 30 regional public libraries in China and according to the measure results for sorting and classification. Using Tobit model, the paper analyzes the internal and external influencing factors of public libraries' efficiency. The external influencing factors include per capita disposable income, the scale of population, urban population density and local residents' educational degree. The internal influencing factors include funding, new inventory purchase expense, professional and technical personnel, active, library electronic degree and public library area.Result/conclusion] Through the efficiency evaluation, the public libraries in our country are divided into four categories. Through the regression analysis, it finds that there are several problems in public library such as fund wasting, improper staffing and poor quality of library activities. |
