| 摘 要： | ＂三农＂问题归根结底是农民问题。而中国农民问题之所以日益严重,其根源在于国家和社会的价值取向一直偏离了农民的需要和农民的发展。它已经不仅仅是经济发展的问题,而是更为深刻的人的问题。必须在全社会树立以＂农民为本＂的价值取向,建立较为公正的社会制度安排,促进农民的全面发展,才能从根本上解决中国的农民问题。

| Abstract: | Issues of ＂agriculture,rural areas and farmers＂ are ultimately the problems of farmers.These problems are increasingly serious as a consequence of the deviation of national and social values from the farmer needs and the development.It is not merely economic issues of development,but more profoundly human problem.The whole society should set up the value orientation of ＇the basis of farmers＇,establish a fairer system and promote the all-round development,to radically solve the problem. |
