| 摘 要： | 文化产业集群的实质就是一种能够降低交易成本的制度安排,而这种制度安排的有效性是以资源共享、制度完善、网络健全等为条件的,单靠文化产业集群自身并不能完全满足,需要借助外在的政府力量。因此,政府支持文化产业集群发展的本质就是通过政府在文化公共产品的投入、文化管理制度的创新、文化市场环境的完善等方面的努力,促进文化产业集群更有效地降低交易成本。

| Abstract: | The nature of cultural industry clusters is a kind of institutional arrangement to reduce the transaction cost. But the effectiveness of this system arrangement is on condition of shared resource, perfect systems and sound network. Cultural industry clusters cannot have these qualities and thus need the external forces from the government. For this reason, the essence of government support for cultural industrial clusters is to promote cultural industrial clusters more effectively in reducing transaction cost through their efforts in the investment of cultural public goods, the innovation of cultural management systems, and the perfection of cultural market environment, etc. |
