| 摘 要： | 从人权意义上来说,文化权利是人的基本权利。公共文化服务可持续供给是公民文化权利实现的基本保障。公共文化可持续供给必须遵循公益性、公平性、可持续性、低碳性等基本原则。目前,常熟市公共文化供给中存在以下几个方面的问题：一是公共文化设施供给不足、结构不合理;二是公共文化服务供给＂过剩＂,文化设施利用率低;三是公共文化服务供给非公平、非均衡;四是公共文化服务供给在地域上过于集中。地方政府及相关部门应建立公共文化服务可持续供给保障机制,包括完善公共文化服务供给中的公共选择机制、建立公众参与和表达制度,努力构建公共文化服务多元供给机制,合理规划,建设全覆盖、普惠式的公共文化服务体系。

| Abstract: | Cultural Rights is the fundamental rights of every citizen.The sustainable supply of public culture service is the guarantee for the cultural rights.Public culture service sustainable supply should comply with some basic principles such as public welfare,public equity,public sustainability,and public low carbon.The current problems of the public culture supply in Changshu are the following:First,the deficiency of the public cultural facilities and its irrational system;Second,the"surplus"of public cultural service and the low utilization rate;Third,t he unfair and unequal public cultural service supply;Fourth,the centralized public cultural service supply.The solution to these problems is to establish the safeguard mechanism of sustainable supply of public cultural service,including improving public selection mechanism;establishing the system of public participation and expression;building the multi-supply mechanism of public cultural service,rational planning,and constructing the fully covered,w idespread special discount system of public cultural service. |
